The Failure of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the grim essence of the current period. By day, political struggles are waged: hopeful statements are issued from multiple capitals. Immense energy is allocated on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a modern interception technology at work, presumably supplied through partner states. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Following this, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and heating outages in numerous residences as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, certainly, persist.

Tactical Assessments

It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is impossible to compel Moscow to abandon the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but averting a complete military breakdown until conditions improve in its advantage.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their objective will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
